Scottsdale faces a low turnout with about 4 000 of 31 298 registered voters expected to cast ballots. Incumbents Mayor William Jenkins and council members Charles Smith and Richard Campana lead the race, touting records and development projects while challengers call for citizen involvement and efficiency.
Voters will elect a mayor and three council members with majority needed for seating. If no three council candidates gain a majority, the top vote-getters advance to the March 23 general election. Mayoral candidates are Jay Gaskins and Mayor William C. Jenkins with Bob Flanigan as write-in. Council candidates are Jean Black Richard Campana Americo Carvalho Jeff Schubert Charles Smith and Carl Wulfert with write-ins Eric Andreasen and David Fowle. Polls open 6 am to 7 pm at 13 locations across Scottsdale.
AFL-CIO chief George Meany accuses President Ford of lacking compassion for the little people after a veto he says would have created thousands of jobs. He labels Ford captive to big corporations and calls for job growth to pull the nation from recession. James T. Lynn warns higher postal rates are inevitable and opposes additional subsidies to the Postal Service.
Lagos police launched a nationwide manhunt for Lt. Col. B S Dimka accused by military authorities of leading the abortive coup that killed Chief of State Murtala Muhammed. Police urged 65 to 70 million Nigerians to watch for Dimka who is armed.
A major cleanup started at Concord State Prison after a Sunday inmate riot caused an estimated 1 million dollars in damage. Corrections Commissioner Frank A. Hall said 60 to 80 inmates were involved in the four hour disturbance, prompting 100 state police and 50 off duty officers to restore order at the maximum security facility.
City staff urges council to approve continuing current bus subsidies for March 1 to June 30 at a cost of 24000 while weighing a second option a dial-a-ride system for about 25000. The plan would switch routes south of Chaparral Road to on demand door to door service using a taxi contractor with a dollar fare and fifty cents for seniors and disabled. If approved route 18 would gain half hour peak runs and one hour mid day service while two other routes continue.
The forecast calls for 65 degree highs with decreasing clouds today and mostly sunny skies tomorrow. Temperatures rise to around 70 tomorrow with night lows in the mid 40s. Page 5 notes provide details.
A coalition of more than a dozen rural Arizona physicians warned that impending medical malpractice insurance reform could devastate health care. They cited potential loss of 30 to 50 percent of major services, 25 to 30 percent of rural doctors leaving counties, and half of rural hospitals at financial risk. The group urged permanent tort reform beyond Senate measures and highlighted 547 000 rural residents relying on the current system. Doctors from multiple cities attended the news conference.
Travis Walton, a 23 year old woodcutter, says the UFO incident remains hard to live with though locals treat him mostly normal. He describes being struck by a bluish green light, missing five days, and later appearing in a Heber phone booth. Six friends passed lie tests about the event. one was inconclusive. Walton has pursued writing a book and a TV project while earning travel funds.
The federally funded program to subsidize rents for 75 elderly apartments in Scottsdale is set to start in April. City assistant Ken Huber says a HUD contract worth 147,600 dollars funds a 15 month subsidy for existing one bedroom units, with tenants paying about 25 percent of income and landlords receiving the balance. About 80 seniors have shown interest and information on eligibility will be mailed.
Hopi School area parents protested the Scottsdale Elementary School Reorganization Committee’s middle school plan presented at Arcadia High School. About 200 attended as critics argued copies of the full report were scarce and an appendix detailing negative views was distributed separately.
