Chicago factions forge post Daley power-sharing plan
After Daley's death factions in Chicago politics form a compromise. Alderman Bilandic would be acting mayor when the City Council meets, then not run in the special election. Wilson Frost would become Finance Committee chair and a vice mayor would be created for a Polish-American alderman. The plan aims to avert racial conflict amid shifting loyalty of black voters.
