United Nations forces announced control of the skies over Katanga after an apparent Katangese attack was repelled. U.N. spokesmen said air space was secured and that Katanga ground forces were unable to mount further air actions.
About 33 000 people now live in Scottsdale after last night's re annexation of 18 700 eastside residents and six square miles. East siders begin city services tomorrow and gain a voice in local government with eligibility to vote in the February 20 primary for mayor and council. They will pay $1.50 monthly for garbage and gain city police and fire protection. The move shifts Scottsdale from ninth to fourth in state municipal size and increases sales tax share, though funds are delayed pending Federal Census verification and will not be retroactive.
The Soviet Union announced a military budget of 13.4 billion rubles for 1962, about 14 billion dollars at the official rate of 1.10 rubles per dollar, blaming the aggressive NATO bloc for provoking arms buildup.
