Groundwater transfer bill faces amendment showdown
Phoenix lawmakers scramble to strike a Sossaman amendment that would sever parts hit by court rulings, potentially ending the emergency groundwater transfer bill. The provision, backed by agriculture mining and municipal groups, aims to keep the rest of the measure intact if one section is found unconstitutional. Rep. William English pushed earlier to remove the four year moratorium on new critical groundwater designations and to lift petition deadlines for designation hearings.
