Members of Congress question President Carter as he seeks to scrap or cut 20 water projects and implement major policy reforms on dam safety water conservation cost overruns beneficiary cost sharing and job creation through water projects.
President Carter's consumer adviser Esther Peterson argued for a new federal agency to represent consumers. She said consumer groups are under funded and disorganized while business interests are well represented in federal agency proceedings.

Hydrologist Dick Enz cites 38 percent of average Verde flow and 25 to 28 percent for Gila and Salt rivers with spring runoff far below average. Salt River Project storage runs below average but planning emphasizes conservation and possible tighter conditions if next year also stays dry.
President Carter's energy program will include a standby gasoline tax that would rise in five cent steps to as much as 30 cents if conservation goals are not met. The Arizona House approved a 71 million dollar tax relief plan by 33 to 25, eliminating the state property tax on private homes and cutting income tax by 0.5 percent across brackets. A group of Scottsdale School District teachers opposing the impasse call are expected at tonight’s 7:30 p.m. board meeting at Cocopah School to push for resuming bargaining. The district has set impasse after teachers rejected the 1977-78 salary and policy package.
