Scarsdale mourns former mayor H Beach Carpenter of Popham Hall who died early Tuesday at White Plains Hospital after a long illness at age 63. Born in Rockford Illinois he studied at the University of Michigan and Columbia Law School before serving in World War I and joining the U S Senate Legislative Counsel.
