Village Budget Proposes $2.30 Tax Hike Over 1977-78

The tentative 1977-78 village budget of 7.61 million dollars filed March 18 by Village Manager Lowell Tooley calls for a 46.87 dollar per thousand property tax levy and a 5.16 percent tax rate increase over 1976-77. The plan includes a fire tax of 1.00 per thousand and shows a total budget rise of about 628 thousand with higher insurance costs driving the increase.

Village Boards committees restructured at March meeting

Two citizen advisory committees were terminated and another revived at a March 15 executive session. The Safety Advisory Board was dissolved and the Narcotics Guidance Council replaced by a nine member Youth Relations Committee to cover youth issues, coordinate with schools and town officials, and report to the Mayor. The Village Club may open membership to residents of voting age, regardless of gender, at its May 17 vote, a change seen as reflecting shifting times.

School reorganization eyed for Quaker Ridge and Fox Meadow

Advisory Committee on Educational Planning proposes moving seventh and eighth graders from Quaker Ridge to the Junior High and keeping sixth graders in K-6 at elementary schools. Redistricting would adjust attendance lines to use Heathcote and Quaker Ridge more efficiently. Board meeting set to hear questions Monday. The plan could be implemented for 1977-78 if approved, with staff reductions of about six positions possible.

Former Scarsdale School Leader Dr Donald G Emery Dies

Dr Donald G Emery 58 former White Plains resident and Scarsdale superintendent died Friday at White Plains Hospital He served since 1973 as assistant superintendent of BOCES Southern Westchester County and led the national Right to Read campaign He authored Teach Your Pre Schooler to Read 1975 and taught at University of Omaha before joining BOCES Survivors include wife Dorothy son Mark W daughter Martha EB Ashley and a granddaughter Services were held March 20 at Scarsdale Community Baptist Church.

Educational Planning Report Topics Met With Community Meetings

The Scarsdale Board of Education schedules a special public meeting Monday March 28 at 7:15 p.m. at the Junior High School to discuss the Advisory Committee on Educational Planning. A Wednesday March 30 8 15 p.m. community dialogue by the PT Council follows at the Junior High. The League of Women Voters meets Tuesday March 31 at 9 30 a.m. at 87 Spear Road to hear about the plan. Ragtime Author E L Doctorow To Lecture At Scarsdale Library

E L Doctorow author of Ragtime will give the Spring Lecture for the Friends of the Scarsdale Library on Friday April 1 at 8 15 p m in the Scott Room. Admission is free. Doctorow a New York City native and Kenyon College graduate has taught creative writing at Sarah Lawrence since 1971 and is working on a Yale Repertory Theatre commissioned play.

Finger Named to Lead Westchester Hospital Board

Kenneth Finger, 37, of 11 East Woods Lane, was appointed chairman of the Westchester County Hospital Board by County Executive Alfred DelBello. A practicing attorney in White Plains, Finger has served on the board since 1974 and as vice chairman most recently, with duties to oversee the transfer to a new facility and ongoing Medical Center operations. He also sits on the Community Advisory Board of Goldwater Memorial Hospital. The board advises on policy and long range planning for the Westchester County Medical Center.
