The Good Government League of Eastchester forms a constitution and 11 member executive committee led by Gillespie Erskine and others. It vows to inspect town government, back candidates of integrity, and provide a forum for civic discussion. The group aims to curb zoning abuses, fiscal practices, and overburdening taxes while attracting Republicans and independents alike.

Eastchester proposes a $700000 refuse incinerator with a 165 foot chimney and an electronic sentry to limit smoke and flyash emissions. The plant will adjust for moisture in waste and is expected to emit about a third of the waste volume allowed by the state Air Pollution Control Commission.
Scarsdale Police Chief James J. Lyons joins seven chiefs and two captains from Westchester plus peers from New York New Jersey and Connecticut at a New York University course on Modern Police Management. The class runs Wednesdays from 9:30 to 4:30 in NYU's Safety Education building.
Health Dept reports seven new measles cases, four chicken pox, two German measles, and two strep throat cases in Scarsdale during the week ending Saturday February 28. Public health officials urge vaccination and awareness.
Plans for the Heathcote bypass will be presented at the Village Board meeting on Tuesday at 8 15 p m at Village Hall Annex Drake and Post Roads by the county consultants on the project. Discussion will follow.
Arthur Manor Ass'n plans its annual meeting in Edgewood School meeting room at 8 15 p m next Wednesday to elect officers. Mrs Eleanor Schwartz pianist will perform Debussy Schumann Chopin after the business portion.
John P. Edmondson at the School District 1 board meeting announced the formation of a Citizens Housing Committee to study teachers housing. Philip L. Carret will chair the group, with members including Mrs. Frederick W. Brown, William L. Butcher, Edward J. Crawford Jr., Mrs. Charles H. Dyson, Milton J. Levitt, Leonard Marx, Mrs. Irving Moskovitz, A. Chauncey Newlin, Mrs. George H. Ropes, John A. Schwable, Malcolm C. Spence, and Mrs. James H. Pickering serving ex officio as PT Council president.
Senior Scouts from Scarsdale set up a model encampment on Chase Road ahead of the National Girl Scout Roundup in Colorado. A fashion show at the Girl Scout House on Wayside Lane features 11 models from 11 senior troops plus two leaders and a board member.
The Village Board disclosed forecast target dates for interim study reports over the next two years. Projects include Heathcote Corners late Spring 1950 and Station Area early Fall 1959 with external developments impact on Scarsdale. Open land and facilities early 1960, Village Hall area and finances by May 1960, with a preliminary plan by September 1960 and final plan by November 1960.
