Judge Appell, Mount Vernon Judge, Dies. Funeral Jan. 22
Judge George C. Appell of the Westchester County Children's Court died suddenly from heart disease at his Mount Vernon home. Funeral services were held at the First Presbyterian Church in Mount Vernon with Masonic rites. burial followed at Kensico Cemetery. He had just begun a second term and was former Mount Vernon City Court judge. A Democratic County Committee dinner was planned for January 31 at the Commodore Hotel. He was a Williams College and NYU Law graduate and led state children’s court groups.

Village Builds Zone Law Amended for Setbacks and Hearings
The Village passes amendments to Building Ordinances setting new street setbacks for business buildings at ten feet and Residence C district apartment houses at twenty feet. A public hearing is set for February 13 at 8 15 p m at Village Hall to review outstanding changes before February 14 effective date. The Village Engineer drafts theoretical building layouts to test the regulations and prevent undue hardship.
Chinese Statesman Discusses Future China Speaker Dr Yui
Dr. and Mrs. Henry S. Huntington hosted a large gathering at Richbell Close on Wednesday to hear David Z. T. Yui discuss China's next step. Yui, Harvard M.A. and St. John's LL.D. holder, led disarmament talks and Pacific relations efforts and has declined senior Chinese government posts. He now heads the national Y M C A committee in China and enjoys broad trust among foreigners and Chinese leaders. International friends honored him with a loving cup after Shanghai crisis, inscribed Prophet Peacemaker Patriot.

Professor Shotwell Talks Kellogg Pact Significance

The Westchester County Penitentiary at Eastview was self supporting in 1928. A public report by Sam A. Lewisohn and John S. Kennedy praised Warden Warren McClellan and the Department of Public Welfare for management. The facility housed about 1000 inmates with a daily feeding cost of 32 cents each and offered religious services, weekly movies, and a restricted commissary.

Scarsdale Police Report Shows One Conviction In Year
The 1928 Scarsdale police annual shows one conviction with a criminal sentence and reveals that over half of year arrests resulted in fines. Fines totaled 3121 with 663 arrests, 362 fined, and 232 suspended sentences. Animal complaints rose, accidents declined, and 17 officers served under Chief William Short.

Hold-Up Foiled by Quick-Witted Driver on Central Ave
At ten minutes before six last Sunday two men in a touring car pulled in front of Philip Piser of the Asphalt Roofing Company White Plains. They flashed revolvers and ordered him to stop but he feigned surrender then sped away. Police found no trace of the getaway car or its occupants.
