Albany Jan 12 The Legislature will gain authority to create additional Supreme Court justices in New York County and Kings County and other districts under the new enumeration and constitutional amendment. The First and Second Districts may reach twenty nine justices. rural gains are contested by upstate factions while New York City may elect its own judges.
