Thomas D Arcy Brophy addressed the Scarsdale Chamber of Commerce condemning a decline in civic vigor. He cited conditions in Europe and warned Americans to resist the trend by staying engaged and financially prudent.
The Scarsdale Democratic Club plans a Monday evening meeting at 8 15 at the Scarsdale Woman's Club. A member panel will discuss President Truman the State of the Union and current Federal policies. Kenneth M Gould moderates with speakers Robert E B Delany Adrian W De Wind Samuel G Duboff Daniel Fraad Jr Mrs B J Kagan and Mrs T D Rice.
Still Important Mayor Edward Ingalls on Tuesday night praised the cooperation of village residents in regard to water saving. He noted the village is entirely dependent on the New York City water supply and stressed continued saving as of utmost importance.
Health officials report two new cases of whooping cough and one case of infantile paralysis in Scarsdale last week. The polio case location is listed as on the Post Road.

Edgewood P T A invites the community to a Monday night talk at Edgemont School on January 16 at 8 15 p m. Dr Edith J Alpenfels NYU education professor and anthropologist speaks on From Adam to Atom. Coffee will be served before the meeting by the hospitality committee.
The Board of Education approved the official calendar for 1950-51. Schools open Monday September 11. Christmas recess runs from December 21 at noon to January 2 with Regents exams January 22 to 25. Easter recess begins March 22 at noon. schools reopen April 2. Regents exams June 18 to 21, closing day June 22. Holidays include Columbus Day October 12, teachers' convention October 27, Thanksgiving recess November 22 to 27, Lincoln's Birthday February 12, Washington's Birthday February 22 and 23, Memorial Day May 30.
The Child Study Department will create an additional school psychologist position next fall if a qualified candidate is found. The post was authorized by the Board of Education after the policy committee and school authorities recommended the hire.
Mrs Irene Fike head of the child study department in the Scarsdale schools is a patient at Lawrence Hospital Bronxville after breaking her hip in a fall at her Nelson Road home last week.
The High School PTA launched January February study groups on safety and recreation with speakers Oliver W. Melchoir and Marland Strasser. They urged home school community cooperation and noted driver education costs and broad safety challenges across states.
William J. Harnisch of Brewster Rd. praised the village police and fire departments after his seven-year-old son was saved from choking with croup. Firemen Fred Losee and Thomas Langan gave oxygen, Sgt. Larry Travers and Ptl. Frederick Rassman transported the boy to the hospital in a police car, with oxygen still administered. Mayor Edward Ingalls noted the action was within duty, while Trustees and departments appreciated the resident’s thanks.
The nonpartisan Citizens Committee held its first meeting at the Popham Road firehouse to select names for three village trustee seats. Robert S. Gordon of the Town Club presided. A follow up session is set for Sunday January 22 at 3 p.m. to add names and take final action if discussion completed.
Murray W. Latimer consulting economist to United Steelworkers CIO will address at 2 30 today at the Woman's Club. He speaks on pensions as a core issue in economic security. The event is one of two meetings where labor and management will share views with Carroll E. French of NAM set to speak Feb 17. Both gatherings are open to the public.
The League of Women Voters of Westchester County hosts a morning at the County Center Little Theatre on Tuesday January 17 with a panel on Through ways and Parkways at 11 30. Panelists include George Haight James C Harding Richard Levet and Hugh Pomeroy. moderator Mrs Charles F Hazelwood. Round table discussions begin at 10 with topics Health and Welfare Voters Service Local Planning Foreign Affairs Legislation. Pelham League contributes a skit at 11 15 about permanent personal registration. No registration fee.
Orville M. Kingsbury of White Plains named Westchester County director for the 1950 March of Dimes by Louis A. Wehle. Volunteers will raise more than 4.5 million in January efforts, supporting hospital care, nursing, physiotherapy, transportation, and equipment, as polio research continues.
Horace W. Hardy reported complaints to the Scarsdale Safety Council about dogs in food stores. The village board learned the county health department will enforce a code banning dogs in stores after March 15 and require food to be kept two feet off the floor.
On Monday night the Board of Education agreed to sell a broken table and chair to a staff member who had repaired them for his child’s use. The sale went through with the staff member paying two dollars for the items.
Board of Education authorizes attendance of staff at conferences. Superintendent Archibald B. Shaw and Assistant Superintendent Fred W. Snell will go to the American Association of School Administrators convention in Atlantic City from Feb 28 to Mar 2. Greenacres principal Cora Louise Gravely will attend Temple University Reading Clinic Jan 30 to Feb 3 with Hazel Carson Edgewood Mary Roeder Fox Meadow and Gladys Watts Green acres joining for full period.
A five year old watching the Rose Bowl mishears a football announcer's claim that a pass traveled over 50 yards. The child quips that the quarterback must have thrown it over many fences, prompting parents to laugh at the innocent confusion.
A meeting of the Colonial Acres Association in Scarsdale reports rising production costs for ranch houses in Colonial Acres as owners seek added amenities. Upgrades include air conditioning for some homes and two private swimming pools, with contracts already under negotiation with local craftsmen and suppliers.
The village manager reported finalization of plans for the new Scarsdale Library to the Village Board on Tuesday evening. The Library Board and Village Board will study the plans, and if satisfactory to both, a bid call time will be decided.
The Edgemont Ice Carnival returns January 21 at Crane Pond with an afternoon program similar to last year’s plan when ice was lacking. Multiple race classes will be held and hot refreshments served with planning officials William L. Barclay Jr. and George P. Shoemaker returning as chairmen.
County Executive Herbert C. Gerlach reports excellent financial condition despite higher personnel and welfare costs. From 1940 to 1949 the county issued 1.089 million in short term bonds and paid off 32.502 million in bonds. Toll stations may net over 1.5 million after 1952. Saw Mill River and Hutchinson River Parkways tolls topped two million in year one. Domestic services expand with airport links and county facilities addressing aging and prisons. Tax reduction requires cutting costs while maintaining essential services.
Scarsdale Post 52 hosts a Washington correspondent for a public service forum at Memorial Hall Mamaroneck Road Tuesday January 17 at 8 30 p m The topic Military Unification invites all to attend and share views on local state and national issues including women.
Several village organizations plan a meeting at the Girl Scout House Wayside Lane next Wednesday at 8 15 PM to discuss Scarsdale linking with Wissem Bourg France. Charles L Todd will outline Operation Democracy work nationwide and Mrs James Sparkman will share Westchester progress.

The Scarsdale Recreation Department announces a free pilot and small boat handling course in 10 weekly sessions beginning Friday January 27 at 7 30 p m. Conducted at Scarsdale High School Room 39 under Westchester Power Squadron. Open to junior and senior high students with a first come basis limit of 50.
The Village Board accepted with thanks a small parcel of land donated by Mrs F H Bethell on Richbell Road and Richbell Close during Tuesday evening’s session.
