Senator Frank Church says a White House telegram marked the Coeur d Alene Mining District as inappropriate for disaster status rather than a legal declaration. He questions why Idaho Republicans did not seek President Nixon to overrule the Office of Economic Preparedness decision. He notes the 1967 Kaho fire season as a precedent where the president reportedly broke the rule to deny a disaster declaration, which would have blocked unemployment benefits for miners and their families after 91 deaths.
