Idaho lawmakers sue over district apportionment plans
UPI reports a suit filed in a U.S. District Court by state Sen. H. Dean Summers Rep. Patricia McDermott and others challenging the 1966 and 1971 Idaho reapportionment plans as purposeful discrimination against urban areas and minority interests. The plaintiffs seek a court panel to declare the plans unconstitutional and propose new district methods including at large and mixed single and multi member districts. Gov. Andrus said he signed the reapportionment bill with the understanding it would be challenged in court.

Negligence Must Be Established in Uninsured Motorist Case
Boise assistant attorney general James Blaine said negligence must be shown before penalties under Idaho Financial Responsibility Act apply to an uninsured motorist in an accident. The department will determine if there is reasonable assurance damages can be obtained in court. The statement follows a U.S. Supreme Court decision affecting such laws. Previously uninsured drivers had to post a security deposit with the department.
