The Army Corps of Engineers will prepare an environmental impact statement for Libby Dam and Lake Koocanusa. It invites comments from interested persons and agencies. About 3000 U.S. residents may be relocated as part of the U.S.-Canada project. The plan notes unavoidable environmental effects including altered fish and wildlife habitat and loss of open river flow. Measures include habitat improvements and a barrier dam on a tributary.
