Ford signs foreign aid bill amid controversial provisions
President Ford signed a $6 billion foreign aid bill for 1976 including $275 million for Israel and approved a second authorization vetoed earlier. Senate debate focuses on a $5.3 billion 1977 aid plan with conservatives opposing aid to Angola and Mozambique. Ford criticized a severable provision limiting executive power and urged that most changes to the earlier act be kept. The measure promotes disclosure of foreign agent fees and pressure on nations to end rights violations against U.S. aid workers.

Senate approves 32.5 billion defense procurement bill
The Senate approved a 32.5 billion military procurement bill authorizing production of the B1 bomber. The measure now goes to President Ford for signature. Sen Culver opposed it arguing the conference dropped a delay provision he backed and Carter might scrap the project, risking about 500 million in losses if production starts then stops.
