Gov Don Samuelson told the 40th legislature he expects at least a 4 million dollar general fund surplus this biennium and urged 4.2 million in supplemental appropriations. House leaders called the projection conservative while noting possible higher figures and a push to revise the four percent revenue ceiling on local tax units.
A cloudy forecast warns trawlers of rain and snow through Wednesday. Night has arid morning fog with an 80 percent chance of precipitation. Highs near 35 and lows around 25.

President Nixon convened an afternoon cabinet meeting for a final review of a surplus seeking budget to be submitted after Congress reopens Monday. Press Secretary Ziegler said the President is committed to a balanced budget and there will be a surplus, though no figures were released.
