Welfare reform goals target welfare mispayments and ineligibility
Weinberger warns stakes are high as about 7 billion dollars in annual aid reaches 7.8 million children and 3 million adults through AFDC. States risk losing 54 percent federal matching funds if ineligibility falls above 3 percent and overpayments above 5 percent by July 1975. Welfare officials acknowledge fraud but provide no exact figures, citing a 41.1 percent error rate that wastes nearly 15 cents per welfare dollar.
