Wallace Plans Cotton Reduction Power Under Smith Option Plan
Secretary Wallace envisions reducing U S cotton acreage by about 30 percent via the Smith option plan to lift prices for Southern farmers. The plan would let growers with government loans buy options on cotton at market value, with price rises as incentive, and could be used next year as well. Wallace can apply general powers to stabilize prices through trade deals, minimum price agreements, processing taxes for bounties, and voluntary allotments, with policy to be finalized at a forthcoming commodity meeting.
