Two Bills Ruled Legal by Texas Judge
AUSTIN URIP Attorney Crawford Martin ruled Friday that two bills from the 60th legislature violate the state constitution. One bill by Rep. DeWitt Hale would count time as a county judge toward judicial retirement benefits, unconstitutional in full. A second bill to require restitution by parents of delinquents is unconstitutional due to a caption defect. The retirement bill is invalid because the constitution allows pensions based only on service as a district judge.
