Miami February 8 J Davie Stern reports on a dinner at the Miami Biltmore attended by Democratic figures including James A. Farley. Farley, described as a remarkably cautious and agreeable man, moves through the crowd with restrained humor while others mingle and discuss Roosevelt era politics.

In Los Angeles on February 6 the federal government sued Anna Laura Lowe Barnett widow of Jackson Barnett the so called world’s wealthiest Indian to recover 5000000 of his fortune allegedly given to her in 1923 as guardian for the Indian the government contends Barnett is incompetent to manage his affairs and that Barnett was abducted from his Oklahoma reservation and married to the woman.
Strasbourg reports the severest quake in years causing building rocking for minutes. A civic seismograph was broken and a building demolished. In Columbus Ohio a bill seeks county officials to collect five dollars for stray chickens on highways.
Fair and continued cold tonight and tomorrow with rising temperatures Thursday. Wednesday night low around 14 degrees and Thursday high near 40. Moderate northerly winds, Tuesday 58 at 6 am, afternoon high 37. Wednesday morning low about 12, high around 30. In London a Liberal MP Geoffrey Mander urged a one time payment of 100 million pounds to the United States as full settlement of Britain's war debt. A Treasury spokesman said Chamberlain would not express an opinion while debt negotiations in Washington progress. The total British debt to America stood at about 4.496 billion dollars. Mander spoke amid ministerial talks with Sir Ranald Lindsay, the U.S. ambassador, in the prime minister's room.
Senate Foreign Relations Committee Chairman Borah and Senator Rainey publicly oppose a lump sum cash settlement of Europe’s war debts or any plan lacking trade concessions. They urge inclusion of currency adjustments and other factors to open world markets and restore trade, criticizing a large one-time payment as incomplete.
In Austin the Senate rejected Governor Ferguson’s nomination of F. L. Denison of Temple as chairman of the state highway commission. The chamber was in session under an hour with opposition due to past state contracts. The Senate meanwhile confirmed R. L. Daniel of Victory as state life insurance commissioner.
Capetown, Feb. British Hers Squadron Leader O R Gayford and Pilot Lieut G E Nicholetts landed at 4 40 p m after setting a new long distance nonstop record. They beat the American long distance mark by Russell Boardman and John Nash by about three hundred miles. They were in their 67 hours and 28 minutes.
Japanese legation lodges sharp protest with U S Consul Edwin Cunningham over passage of 800 Chinese troops through Shanghai en route Hangchow. Protest centers on violation of Sino Japanese armistice and neutral zone around the city after last year’s battle.

John B. Rich, 41, a one legged stamp dealer, was arrested in BANDINGO California by Texas Rangers on charges of stealing 30000 dollars worth of rate stamps. The eight month manhunt traced Rich through Texas New Mexico Arizona and California. Authorities plan to bring him to San Antonio to face grand theft charges.
Fernando Gonzales Roa, newly appointed Mexican ambassador to the United States, passed through Sin Aptonlg Wednesday en route to Washington to assume duties. He was accompanied by Louis Padilla Nervo, 1st secretary of the Mexican embassy. They were greeted by Tomas Morlet, vice consul of the local Mexican consulate, and S. A. Campbell, chancellor of the Jaca office.
League of Nations reports an armed clash looming between Peru and Colombia over Leticia. Peru shows no moderation, and the League Council has issued two warnings by cable.
In Bombay, the wife of Mahatma Gandhi was arrested last week for political activities. She received six months imprisonment and a 500 rupees fine. If the fine is unpaid, six weeks more will be added. Her husband has been in Poona prison since January 1282.
Edward Mickie, 49, was treated Wednesday at Rob yet B. Grew hospital for a head wound after being struck by a stone. The incident occurred at 1811 West Martin Street and involved another man whose name is cited but unclear in the report.
Police and motorcycle units aided more than twenty students aged around 18 who were overcome by freezing winds near Lanier High School. Eight boys and girls were found in a near unconscious state. they were recovered and taken to warmth with no serious injuries reported. Captain W G Dickman led the patrols and coordinated the response.
