Navy secretary report warns US navy under manned and underfunded
Washington reporting that the Adams annual naval inspection shows inadequate ship and equipment maintenance due to reduced appropriations. It notes crew levels at about 84.6 percent of required, Japan at full complement and Britain near it, with the United States lagging in future build plans and fearing being outclassed in most areas by 1936 except capital ships. The document cites curtailment of fighting forces, fewer ships in full commission, smaller crews, and a reduced building program, urging Congress to fund additional personnel and ships to avoid weakening deterrence and treaty commitments.
