German Ranchers Clash Over River Scenic Designation

German ranchers argued with canoeing conservationists Thursday night over designating 22.5 miles of Upper Guadalupe River as scenic to regulate a park that would preserve the waterway. Sen Don Kennard discussed state control amid protests from ranchers fearing oil extraction and loss of private rights. The substitute measure, praised as reasonable by Bill Sims of the Texas Sheep and Goat Raisers Association, faced only mild objection from the Fanny Bureau as some landowners opposed the idea in principle.
