Saline petition on ballot seeks more citizen control of city spending

Citizens in Saline consider a November ballot initiative demanding a simple majority for public building decisions and proposing an overall charter amendment. The measure would enable initiative and referendum on all council or agency actions, with a 30 day petition period requiring 10 percent of registered electors. Exceptions include essential services and purchases under 5000 dollars. Supporters say it empowers voters and strengthens public hearings, while opponents warn it could hamper governance. University professors offer mixed views on potential benefits and risks in a diverse community, noting possible low turnout or poorly informed decisions.
