Breakey’s Rise Aimed at Fair, Reform Court Record
Governor Harry Kelly named James R. Breakey Jr. circuit judge on May 29, 1945 after Judge Sarraple’s death. Breakey expanded juvenile psychiatric assessments, required spiritual sponsorship and employment advice for probationers, and cut divorce caseload via pre trial conferences. He halted a $1,000,000 gambling operation and expanded county bar resources while serving in multiple districts. By Oct 1, 1946 no appeal reached the Michigan Supreme Court from his rulings.
