New Deal plan urged job relief and social reforms
President Roosevelt told Congress a broadened work relief program could employ about 3.5 million people through public works including slum clearance and grade crossing elimination. He warned against speculative profits and outlined forthcoming bills on old age and unemployment insurance, child and mother benefits, and other social security features. The first session of the Seventy-Fourth Congress opened with heavy Democratic majorities and plans to push New Deal measures while debating a veterans bonus and federal controls over transportation, utilities, and finance.

Watchful waiting shapes Roosevelt policy in Congress
William Bruckart analyzes how the Roosevelt administration uses a watchful waiting approach in dealing with a radical Congress. He notes friction over Section 7(a) of the NRA and disputes with Tugwell Tolley and Tolley plans, plus clashes over banking policy and the Fed.
