Judge Payne opposes juvenile detention ward at county infirmary

Probate and Juvenile Judge Jay H. Payne told Washtenaw County Supervisors he will not allow further use of the Juvenile Detention Ward. He urged county purchase of a cottage for minor delinquents and abandonment cases, with a couple as parents, and suggested serious offenders go to a multi county maximum security facility. He called for more staff, rejected courthouse quarters, and estimated $200000 construction plus $30000 yearly costs. A joint committee will study the issue with a meeting date pending. The 1951 probate and juvenile court annual report will note comparative figures.
