Dr James K Pollock a University of Michigan political science professor urged a workable plan to govern Germany after the war. He argued Germany must face military defeat and then be reorganized by the United States Britain and Russia with a coordinating council of top military men guiding early administration. He warned against resentment and called for disarmament and an environment for Germany to rebuild within a peaceful world.
