Hoover Commission flags subsidies in post exchanges and commissaries
The Hoover Commission finds post exchanges and commissaries are not fully self sustaining. It notes indirect subsidies enable lower prices and profits, with 450 U.S. and 2,700 overseas posts employing civilians and handling hundreds of millions in annual sales. It calls for higher markups and clear disclosures to offset costs borne by private retailers.

Gov t to Halt Competition With Private Business
The Senate approved an amendment allowing the Defense Department to curtail abolish or transfer any activity started in the last 25 years without prior action. Activities before that period require 60 days notice to House and Senate Appropriations Committees, after which the department may act if neither committee acts. The measure contrasts with a harsher House version requiring notice before any curtailment.
