County Bureau Chief Layne Ray reports that St Charles residents face a lengthy voting wait for a parking bond referendum promising nearly 4 million in savings. Supporters say financing via revenue bonds lowers interest costs to about 1.565 million over 20 years, yielding substantial long term relief.
Mayor Frank Brock explains that 2500 to 3000 yes votes are needed to authorize a general obligation bond, with an estimated $1500 saving per voter due to shifting from revenue bonds amid high long term rates. A Steering Committee mails brochures and launches a telephone campaign to explain the measure before the election.
Festival opens August 75 at Riverfront Park with a three day program. Fama Palie will perform and the festival board screens entertainment.
