John A. Mitchell president of Lincoln Parish Police Jury spoke to a large Riser Civic Club gathering at the Nelson home on Riser Road. He prefaced with a Right of Way deed requirement for each landed owner before blacktopping starts. Mitchell discussed the unit system and anticipated state law to require adoption by parishes not yet on it. He noted Lincoln Parish has 75 miles of completed blacktop since the new road tax, costing about 19,000 to 20,000 per mile, and that each member gets two miles per year. He praised parish government history from the 1700s to the warded Police Jury system.
