Louisiana phone customers paid over 8 million dollars in federal excise tax last year. Southern Telephone company managers say the tax, now 10 percent, falls only on household utilities and is collected by 25 Louisiana carriers for the U. S. government. Cowan notes the tax was meant as a temporary levy but remains in place despite reductions to 20 percent in 1954, and users view it as unfair and discriminatory.
