M Beasley says new civil service rules will cover all fire and police batters due to 1960 census population shifts. Mayor Beasley notes a civil service board must be appointed with one member named by the council, one from fire, one from police, and another by President R L Ropp of Louisiana Tech. Ropp will designate four names for council selection.
