Town forms local improvement district in Russell
Russell council met on June 6 1963 with all members present. They discussed radar gun costs and a potential loading zone in front of the Central Inn and arena. An offer to purchase land west of Ellie Ave was accepted by Bicknell Ltd with a closing August 31 1963. Building permits were approved for several dwellings and business renovations. The town plans to form a Local Improvement District for the block west of Main Street to improve the business district and preserve parking. Next meeting set for June 28 at 7:00 pm.

Municipal Affairs Minister Pete Adam introduced a bill to bar councillors from voting on items where they or dependents have a financial stake. The act covers all municipal councils including Winnipeg and Local Government Districts. Violations could lead to disqualification and restitution may be ordered. The bill follows Law Reform Commission recommendations from April.
