Elkhorn and about 100 Wisconsin towns use incorporated industrial development corporations to lure plants. These bodies offer local financing, land options, and factory building to attract work without flashy subsidies, while promising fair taxes and sympathetic treatment. Local chambers often spearhead the start, with the aim of steady jobs nearby.
A local drive to fund growth begins with a few visionaries who seek town support. Usual method is selling stock or bonds to residents, or municipally backed financing. In 1945 Elkhorn created its own Industrial Development Corporation, run by seven directors including a lawyer, an excavating contractor, a doctor, a grocer and three retired farmers.
Jack Gunyon recalls funding a $76,000 milking equipment factory and later expanding into frames for auto bodies and seamless pipe. The corporation funds land and improvements while manufacturers repay loans. Gunyon asserts no bad loans yet. Colbert notes no known industrial development losses in the state.
