Vance warns UN of looming energy crisis and famine risks

Secretary of State Cyrus R. Vance told the United Nations that the 1980s may bring a prolonged energy crisis widespread famine and economic stagnation or collapse in some states He urged realistic negotiations among 152 member nations and stressed common humanity while avoiding new political proposals as he spoke to the General Assembly before four days of talks in New York He noted East West tensions and security concerns over Soviet troops in Cuba and cited the need for restraint amid Cuba relations and the ongoing arms treaty ratification effort.

Vance to Meet Gromyko on Soviet Troop Status Crisis

Secretary of State Vance will meet Soviet Foreign Minister Gromyko on Thursday to discuss the Soviet troops problem. He will report to President Carter on Friday after returning to Washington. Vance has spoken with Soviet Ambassador Dobrynin and warned that changing troops' combat status remains unlikely. He urged arms control progress but cited setbacks from nuclear weapons demonstrations and expressed concern over Pakistan's suspected atomic bomb activities. Vance also called for an international humanitarian relief program for Cambodia's starving people.

Carter Meets Nicaraguan Junta Members at White House

President Carter held a 30 minute meeting with three Nicaragua ruling junta members Daniel Ortega Alfonso Robelo and Sergio Ramirez. The visit comes as the junta was offered military aid and Sandinista guerrilla training at U.S. bases in Panama.
