UPI reports Democratic preference herd shows Kennedy ahead of Carter in New Hampshire and New York polls. Eizenstat claims Carter’s standing is artificial and will rise once Kennedy and others face tougher scrutiny. A Globe poll shows Kennedy leading 58 to 28 in New Hampshire as write-ins.
The administration urged Congress to pressure states to enforce the 55 mph speed limit to save gasoline. NHTSA chief Joan Claybrook said a delicate balance is needed to gain driver acceptance, noting five states Texas Indiana Missouri New Mexico and Wyoming risk reduced federal highway funds for missing 30 percent compliance by year end.
