State officials will review the case at the Sept meeting. owner Donald Strole says he is unaware of the test results. Sparkling Flash Go also eyed for positive traces. Pie in the Sky won the race.
President Carter announced deployment of a 33 billion dollar MX missile system on desert racetracks in Nevada and Utah with 4,600 shelters. He argued the plan increases survivability, remains verifiable, and could endure a Soviet first strike while linking to potential SALT accords.
Defense officials discuss MX deployment plans that minimize desert disruption and keep the system flush to the ground across 25 square miles. Harold Brown warns Soviet response may be negative while Russia criticizes verification under SALT II though they signed the pact. Initial operating capability eyed for 1986 with full by 1989 and annual costs around 400 million dollars.
Carlsbad Mayor Walter Gerrells said no evidence shows the Waste Isolation Pilot Plant near his city would be hazardous. DOE official Joseph McGough said the WIPP site meets all criteria for nuclear waste storage during a New Mexico conference panel.

Refugees described knife attacks by Thai pirates and captives while a Liberian tanker rammed and sank a boat, leaving at least three dead including two girls and a 15 month old. In Buenos Aires, crowds sought help from the Inter American Human Rights Commission over disappearances by security forces.
Police seek leads after a break in at The Garment Tree, with a haul valued at about $60,000. A hangar trail from the window to a nearby lot is the only lead. Missing are 800 boys jeans, 400 women jeans, 400 women dress slacks, 275 sweaters, 1,400 heat-transfer decals, a TV, and $40.
