Secretary of State Cyrus Vance, in La Paz, asks the Organization of American States to boost aid to Caribbean countries to prevent Cuba from exploiting economic weaknesses. He also backs a Latin American initiative to strengthen the OAS and leaves early for Washington amid SALT II hearings.
