The Associated Press reports New Mexico Republicans launch the third week of their November 5 general election campaign with Herman Crile leading a GOP caravan from Clayton to Quay County for a rally and overnight stop in Tucumcari. On a two day upstate New York campaign Willkie denounced Roosevelt for risking war by unpreparedness. He urged quick plane and tank decisions and firm action against defense profiteering while stressing production as essential to national defense and liberty. He criticized Dems for smear tactics and warned war could reach American shores if defense lags. Knudsen warned full equipment for 1,200,000 men not ready until December 1942.

The forecast calls for generally fair weather in New Mexico tonight and Tuesday with considerable cloudiness along the east slope of central mountain ranges. Cooler temperatures are expected in the eastern portion tonight.

New residential and commercial schedules take effect on November 1, with the top lighting rate dropping to 6 cents per kilowatt hour from 7, and several tiered rates apply for monthly usage. Samson cites continual rate reductions as part of a policy to provide dependable service at the lowest possible rate, expressing faith in the Pecos Valley's future.
