Washington Governor Dixy Lee Ray closed the Hanford Nuclear Reservation after repeated leakage and truck failures in shipments. Sandia Labs officials warned WIPP must use heavier Type B containers and test at lower impact speeds amid substandard trucks carrying most waste.
Soviet leader Leonid Brezhnev announced unilateral East German troop reductions totaling 20,000 troops and 1,000 tanks over 12 months. He warned Moscow would not watch indifferently if the United States deploys new Pershing 2 missiles in Western Europe. He urged rapid SALT II ratification and suggested SALT III could cover other armaments. Brezhnev spoke at the East Germany anniversary ceremony in Berlin with Honecker assisting. He noted reductions in medium range missiles and urged restraint if Western deployments halt.
A sniper held a secretary hostage in a high rise downtown, firing over 100 shots. Police stormed the 16th floor, found the gunman asleep, and freed Chiyo Tashiro, 54, who was exhausted but unharmed and hospitalized for care.
