The White House announced President Eisenhower would sign the farm bill within 15 minutes. The measure replaces a vetoed catch-all and centers on a soil bank program paying up to 1.2 billion dollars yearly to retire land from surplus crops. It directs 750 million for acreage reserve payments to reduce wheat, cotton, corn, rice, peanuts and tobacco below allotments through 1959, plus 450 million for retiring land to soil conserving uses through 1960 on 10 to 15 year contracts.
