State Sen. Harold L. Runnels of Lovington announced he would seek the Democratic nomination for Congress against Rep. E. S. Walker in the new 18 county southern and northwestern district. Runnels, a 1960 start in the Senate, runs two oil field service firms and chairs the Senate Finance Committee. He argues a district resident should represent local problems rather than distant views from the Potomac. Walker moved his residence to Las Cruces to fit the district.
