Attorney General Nicholas Katzenbach urged immediate action on the 1965 Voting Rights Act, testifying that courts have failed to guarantee Black Americans the ballot. He said the bill would eliminate barriers and translate intentions into ballots, as states continue disenfranchisement through devices.
Col Floyd H Haywood Jr commander of the 6th Strategic Aerospace Wing at Walker AFB is being reassigned to the Joint Chiefs of Staff in Washington DC. He will join the European Middle East Division of Operations in early May. He has over 23 years in the Air Force and is a father to Floyd III and twins Elizabeth and Margaret.
PVACD asks District Court to join Carlsbad Irrigation District as party defendant in the Roswell Artesian basin adjudication begun in 1952. PVACD alleges CID seeks rights without permit and cites CID permit request for 25 exploration wells below Lake McMillan. Hearing on the motion set for about a week.
Tass reported Lt. Col. Alexei Leonov and Col. Pavel Belyayev launched aboard Voskhod 2. Leonov spent 10 minutes outside the ship connected by a life line, wearing an autonomous life support suit during a 16 foot excursion. The mission aims to test docking techniques for future lunar journeys.
A constitutional amendment to establish a direct primary law in New Mexico failed in the Senate by a 16 to 16 tie. The repeal of the pre primary nominating convention also ended 16 to 16. Lt. Gov. Mack Easley voted against the measure, blocking passage. Senate Majority Leader William Gallagher said there was no mandate to repeal the pre primary. Sen. R. C. Morgan defended the repeal as a disgrace, arguing the people should vote.
A federal judge sanctioned a 50 mile action that heartened civil rights workers in Montgomery Alabama as the AP dispatch reports voluntary compliance and broader rights advocacy in the region.
A late winter storm battered the nation with deadly tornadoes and heavy winds. An infant was killed in eastern North Carolina while about 40 people were injured and property damage neared a million dollars.
State Department officials told a Washington conference that the United States would halt bombing of North Vietnam if Hanoi ends troop and arms support to the Viet Cong in the South. The measure authorizes districts to issue bonds to build renovate furnish and equip facilities and to levy up to 5 mills on real property, excluding dormitories and stadiums, enabling Roswell School District to fund Roswell Community College.
The Ways and Means Committee may begin decisive votes on a 250 page draft Medicare bill that blends Johnson hospital plans with a GOP backed optional insurance. It would cover all age six and up with a 60 day hospital and 20 day nursing home plan, initial $40 patient share, and up to 100 days nursing home if unused hospital days remain. An optional supplemental plan would add doctor calls nursing care and hospital drugs but exclude medicines prescribed for home treatment.
AP reports the Defense Department intends an underground nuclear test on Amchitka Island in November to refine detection devices. NASA says it will select 10 to 20 scientists for a year of astronaut training starting this summer.
London reports failed secret talks between Britain and the Soviet Union over joint action to stop the Vietnam war. The British Foreign Office released draft messages from each side, saying the exchanges aimed to find a basis for possible negotiations.
In Santa Fe the New Mexico Senate approved an 18 to 13 vote to create a 37 member body with weighted voting and a constitutional amendment to authorize it. Bernalillo County would get six senate seats. other counties one each. Weighted votes range from one to 141. The proposal aims for near one person one vote but faces constitutional questions. The House meanwhile passed a separate measure to expand to 70 members with five multi county districts.
In Santa Fe AP says the House passed a bill raising district court judges salaries to 17 500 and Supreme Court justices to 20 000 a year. A second measure would require an adult signature for home liquor deliveries to curb underage sales. A public publications control act would let the state records center set formats and uniform procedures for state publications.
