Israeli troops swept Ramallah area around 4 a.m. arresting terrorist suspects in a Ramallah Amari refugee camp and Beituniyah. Arafat restructured his cabinet to 21 ministers and named Abdel Razak Yehiyeh interior minister, drawing skepticism from Israel over reform.
Firefighters faced extreme heat low humidity and erratic winds as the Penil Complex wildfire burned around the Philmont Boy Scout Ranch threatening about 150 homes in Ute Park.
