The Carlsbad Irrigation District protests Roswell’s application to move water rights from wells south of Roswell to Kerr Field with a July 17 protest cutoff. The Roswell Artesian Water Users Association plans a filing. a readvertised notice caused timing confusion. If unresolved there may be a state engineer hearing with possible court action.

Anaya says DFA cannot supervise attorney fees under 1977 act
