Reopened Haterras Island Road After Arthur Clears Coast

Arthur downgraded to a tropical storm but its winds and flooding hit Canada and the northeastern U S. The only road onto Hatteras Island reopened Saturday after residents were allowed back. Bonner Bridge was tested as areas faced outages and curfews while lifeguards warned of rip currents. Local floodings and ferry disruptions were reported along the coast.
