The state legislature opened its 32nd session in Santa Fe with the governor delivering the opening address marking the start of business. The session progresses as lawmakers convene to set priorities and debate upcoming measures.
Washington reports December prices rose seven tenths of a percent lifting 1974 inflation to 12.2 percent the highest in peacetime since 1913. Labor says worker purchasing power fell 5.4 percent last year with energy and food costs driving most gains.
Santa Fe reports the 32nd NM Legislature opens with a conservative stance on spending the projected $87.5 million general fund surplus. Legislators expect cautious tax and spending decisions amid national recession and inflation, with leaders weighing Gov. Apodaca's agenda against Senate and House caution.
Gov. Jerry Apodaca proposes reverting portions of gross receipts tax and property tax funds to municipalities and counties. A one half percent urban tax shift would cost about $24 million annually. a quarter percent would cost $12 million. The property tax realignment would restore 2.8 mills to the general fund with .55 mill for schools and health. The Finance Department estimates 2.8 mills yield $9.95 million next fiscal year.
Sen. R. E. Thompson says affirmative action may oust Lucero from the Senate. Sen. Alex Martinez leads the floor effort to bar Lucero from signing in as a member. Lt. Gov. Ferguson orders a voice vote with no support to remove him. Lucero was absent. Martinez later notes lack of two thirds to expel now.
Sen Joseph Montoya contacted the GSA in Washington prompting the Texas office to hold back on a written default for 785 Wherry housing units in Roswell. The housing deal faced repeated extensions for Hubert Hatch Jr to post 50 000 cash and complete financing, drawing criticism from Roswell Mayor Jerry Smith. Peyton Yates of the Greater Artesia Foundation says New York has confirmed a bonding firm will honor a contract to sell a majority stake in outstanding College of Artesia bonds. Interior Secretary Morton admitted to Bethesda Naval Hospital for digestive issues. Two crewmen listed missing after the Cypriot tanker Lucky Era exploded and burned near the Bahama Islands, Coast Guard reports.
