Delegates, led by Charles E. Collins, reelect officers though debates split over the land issue. Wyoming and Arizona pushed immediate cession while New Mexico and Colorado favored Taylor with grazing districts and leases. He said the resignations were voluntary and there were no charges. The move follows friction with the superintendent and minor complaints about patient treatment. Graham recently resigned as president. Hiram Dow of Roswell replaced him. Dow was appointed to succeed Judge George Hay, and became board president.
