ALBUQUERQUE AP The state Environmental Quality Board postponed a special meeting on the statewide plan for national air quality standards. It was moved from December 26 to January 12 as officials from the EPA said there would be no problem submitting the plan then. Kenneth Brown, board chairman, cited the volume of material from an earlier meeting as the reason for the delay.
