Washington December 6 The Esch Townsend railroad rate bill, withdrawn after passing the house, is reintroduced in the senate by Townsend. It mirrors features of the former measure, lists actions allowed by the Interstate Commerce Commission, adds a publicity clause, covers refrigerator and terminal charges, and bars railroads from granting special rates to shippers under short term provisions. The bill reflects the President's policy and would amend interstate commerce if enacted.
